Utica Power Authority Criticizes LAFCO Report

   UPA (Utica Power Authority) made up of Angels Camp City district and others, complained that there are inaccuracies and misstatements which should not be included in the Municipal Service District review conducted by LAFCO (Local Agency Formation Commission). 

   They deny the water rights still claimed by CCWD (Calaveras County Water District), and claim that they have no moratorium over irrigation water sold to Union Public Utility District. UPA says the limit is caused by a CCWD-NCPA agreement. They have had a battle going on with CCWD ever since CCWD left their position on the UPA Board but said they retain their water rights.
