What kind of sign language is that?

It was especially entertaining with all those men behind
looking so serious. Good job!!
   Governor Tim Scott of Florida just gave a press conference on the status of Hurricane Irma, headed for Florida.

   On his left was a man giving the weirdest sign language we've ever seen.  Was this fake?? Even his facial expressions were hilarious. Seriously, Governor???

    Is there a possibility it was in Spanish?? I don't know, but maybe it's different?
