Because of violations of water quality and apparent employee errors in the past, General Manager Julio Guerra tells the Board that they must begin the cleanup procedures.
He indicated the possiblility of the County allowing them to dump sludge at one of their facilities; that is, if they follow the guidelines and stop violating the laws.
Did the Board listen? Do they ever listen?
