Rim Fire Hunter, Firestarter never charged?

After reading and seeing the reports of the Arson charges against the man who drove a vehicle over dry grass, which started the Bully Fire in Shasta County, many of us had questions.

Why was the Rim Fire starter, a hunter who lit an illegal campfire, never charged. And why is his name being kept secret?  We have been told that he has friends in high places.

Does that seem fair? He must be at least as guilty of arson as someone who drives a vehicle over dry grass. We again, have requested details from the Tuolumne County District Attorney. Will let you know IF we ever hear back from them.
