There is a consideration at least in Sacramento that perhaps the public should get an opportunity to read a proposed bill before the legislature passes it, so that they could make comments about it.
Unlikely? We agree. Back room politics would not allow transparency, the system they have would get totally screwed up.
We can't have that. Last minute shenanigans might have to end if that occurred.
