Calaveras Supervisor Callaway responsible for FEMA in county

At the January 7, 2014 Strategic Planning Session of Calaveras Supervisors, Callaway brought up FEMA, as if someone else was responsible and she was trying to fix it.

The fact is that Supervisors Callaway and Thomas are the ones responsible for bringing FEMA into our county to extract monies from our property owners.

You should be happy Ms. Callaway had something to report. It's a good thing Mr. Harrington is the interim Planning Director.
Wait a minute. Why is the interim Planning Director contacting FEMA? The Director of Public Works is the Floodplain Administrator. Where was the Board approval for alternate contact authority? Who gave the approval? Who sets the rules and what rules are set? Somebody look under the table, you might see lurking figures, Teflon Tom, Tofanelli and Thomas.

FEMA Flood Maps were first adopted in Calaveras County in 1990, so FEMA must have been invited into the county long before that, to slowly create those first maps. Who were the supervisors then, I wonder?
