UPDATE: At 12:30 PM they are trying to hook vehicle to tow truck. Traffic is backed up on 99.
August 16, 2014 at noon: A vehicle that was smoking is now on fire. A man who exited the vehicle is in the center divide at Hwy 99 and Cherokee in Lodi.
An ambulance and fire personnel are headed for the scene. Oil is reportedly in the middle lane.
