How did Supervisor Callaway Do it?

   We have heard many comments about the very first meeting of the Calaveras County Board of Supervisors and "the usual suspects" all being kept under control by the Board Chair Supervisor Callaway, at least at the first meeting of the year 2013.

    She was even able to cut off Supervisor Spellman when he appeared to be about to go into one of his usual rants, with a "thank you" and.....

   There was an obvious hesitation when it was time to nominate a vice-chair for the year. There was actually no choice. Callaway and Spellman are the only two Supervisors remaining from the 2012 board.

  Even the "regulars" in the audience seemed to be cautious about what they were going to say, instead trying to promote themselves as those who will be there every meeting in order to what they consider  "saving our county" in 2013.

   Can Chair Callaway keep everything under wraps this year? We will be watching!

If you noticed the application of the Brown Act's public comment was not offered in some instances and other times it was before board discussion or after board discussion with motion, but before a vote. Was that attempt by the chair to confuse the public?
