.....well, it's not in California. Lake County, Tennessee and Edgecombe, North Carolina have average home prices at $36,000.
Chatanooga County, Georgia is next with an average home price of $49,000 last year. Most in the top ten are in the south, except for areas around Detroit, Michigan, which suffered a collapse in the auto industry.
