City of Angels Camp Budget Workshop?

Prior to the Angels Camp City Council meeting on October 1, 2013, they held a
budget workshop, which was open to the public, and was filmed.

The cameras came on to the councilmembers eating, drinking, etc. but definitely not having a clue what they were doing,

It seemed that not one of them had reviewed the documents provided in their packets, and even had to be told where to find the budget the City Manager was proposing.

Then the City Manager McHatten, began comparing the budget to playing golf at Pebble Beach, a ploy which not one person present seemed to get. McHatten stated it was because they all play golf that he used the comparison.

Then he droned on, quoting editorials from the LA Times, etc. regarding the economy coming back. It appeared to be a total con job, which worked on our "not so bright" (in our opinion) City Council members.

Then he bragged that this was the 10th City budget proposal he had presented to one City Council or another. I never have heard the word "UPTICK" used so many times before.

Unbelievable, but the Council and apparently the voters of Angels Camp just allow it to go on week after week, year after year.
