At the Calaveras Supervisor meeting on February 20, 2018 District 3 Supervisor Oliveira was the only
dissenting vote on raises for ALL county employees and appointed department heads.
Oliveira stated this was due to the bad deficit the county has; that the county cannot afford to give these big raises.
Mills glanced over at Clapp and Clapp made each motion to give themselves and all the others a raise, regardless of the county's deficit problems.
Because of Oliveira's stance, they all voted against themselves getting raises.

They don't have the funds to get raises. Clapp is Mills little punk.
The chairman always makes more money.
SEIU and the other unions caused the raise, the supervisors get a raise too
So blame the unions for the deficit problem.
