The so-called "Debt Ceiling Bill" which is expected to pass in the House of Representatives today, has a ""no budget, no pay" clause.
That may sound all good and fine, however the Constitution makes it illegal to withhold a member of congress' pay.
The money owed must be put in an escrow account, and they must pay all the payments by the last day of the 113th congress.
So the clause should say, "no budget, delayed pay" is all.
