On May 20, 2013, LAFCO, (Local Agency Formation Commission) had an important meeting, where a public hearing was held on whether to merge Jenny Lind and Foothill Fire Departments into one, Calaveras Consolidated.
Where was the Supervisor for that District 5 important decision? There has been much speculation. Since the Board of Supervisors changed the rules, making his many "I abstain" votes now an automatic "yes" vote, Spellman was probably afraid of losing even one vote in his next election, and couldn't decide what to do.
This is so typical of Supervisor Spellman. He SHOULD be worried about his next election. But it either shows cowardice or lack of caring about his district when he doesn't even show up.
Of course, there was one person who told us he may have been out camping in the neighborhood.
