A very wealthy area called Rancho Santa Fe in southern Califonia is just one of the areas complaining that they pay higher property taxes and can pay more for water, so they "deserve more water".They simply do not feel they should have to have brown lawns or golf courses and are angry that they who can well pay more for water, should have to go without. Of course, they all have pools, too.
People in these areas use 5 times more water per capita than regular folks. Hmmmm.
