Oh my god! This is just like a poor cat with a strangling plastic flea collar crazy people use. Someone better do something. Yes, we are horrid humans.
is he wild? Don't they have to track and take care of them?
I hear they are using ear or glue on trackers now, to prevent this type of torture.
