Public Defender gets unlimited funds?

 UPDATE:  Supervisor Garamendi countered DA Yook by saying the Public Defender is dedinitely part of Public Safety.

    Because the Public Defender's Office (indigent legal services) is assigned under Public Safety (which it should not be), it received unlimited funds,
unlike the District Attorney's Office (prosecution).

   DA Yook complained about this at budget hearings on June 13, 2018. She says there is no public safety involved in the Public Defender. Why would this be?
