Mokelumne Hill Fire letter of complaint to LAFCO? Why?

We recently requested a copy of an angry letter from the Mokelumne Hill Fire Protection District Board to the Calaveras Local Agency Formation Commission (LAFCO) dated April 18, 2013.

In this letter, the Mokelume Hill Fire Protection District alleges that LAFCO issued a press release to a website, and they are objecting, calling the MSR (Municipal Service Review) comments "biased" and "inaccurate".

The letter goes on to criticize this draft MRS as "opinions generated by a disgruntled outside third party."

In addition, the letter states that the MSR states the Grand Jury is investigating them and that it should be confidential.

They are accusing John Benoit, the Executive Director or the LAFCO in general of committing a misdemeanor, revealing confidential information in a public document.

They have made multiple Public Records Requests of writings, email or otherwise, of employees of LAFCO.

They write that "this MSR does not follow LAFCO's own guidelines", and that employees have "allowed damaging, confidential and isleading information to be released to the public without any verification."

They go on to "demand an immediate retraction to your MSR press release," etc, etc.

The letter is signed by Suzie Coe, Board Chair, MHFPD and is cc'd to Dave Spitzer, Fire Chief, the Calaveras County Grand Jury and the Presiding Judge of the Superior Court of Calaveras County.

Since this letter was written before the Grand Jury Interim report was made public, what is the purpose of the letter?

Wasn't that the Fire District that worked on a building, then added stuff that was not on the plans and permit?
"Biased and inaccurate" words of the same affect used by all disgruntled agencies subject to MSR's.
Sounds like somebody does not like transparency.
