Is Overcharging Utilities a Statewide problem?

   While we see the Central Basin Water Company and certain elected officials and their families being investigated by the State for less than regular billing, is this going to be investigated around the State?

   Even at little water companies (little compared to the large southern California utilities), the price for engineering, consulting, etc. seems a little over the top at times.

   Do the elected officials at the smaller Cities, and small water and sewer districts know when they are being had?  Even some of the big ones didn't seem to know they were being hoodwinked.

   Often we hear of a bill for services from outside firms that just seems "out of this world" and we watch as our elected officials (county, city and district) seem to struggle to understand what they actually got for all that money.
