The PACE taxpayer energy program was presented to the Calaveras Supervisors on the May 24, 2016 agenda.
The program attaches the cost of any energy improvements such as insulation, or other solar projects to the homeowners property. Many spoke against this as many people sign up who can't really afford these improvements.
You could lose your home if you don't pay, as it would be a lien. The program failed to pass, with Wright and Edson in favor and Oliveira and Kearney against.
