We asked the Angels Camp City Administrator McHatten why the loan payment principal owed to the water department from the sewer department was not paid this year.
In fact, only an interest payment was made. McHatten told us that it had actually been approved during last years budget hearings. He also said they needed the money to pay for the Sprayfield improvement project and it is viewed as a one-time event.
Apparently Mr. Lynch, who pointed it out, had forgotten the fact that he had voted to approve that budget.
