Disorganized, Incompetent & Conflicts of Interest on Murphys Sanitary District Board?

    Since we requested copies of many of the Murphys Sanitary District Board meetings minutes and tape recordings of meetings held over the past year or so, we have been quite shocked at what we've found.
   The minutes don't accurately reflect the constant private discussions between Board members, lack of any organization  and constant comments made back and forth between  Board members and members of the audience completely out of order.
   We're talking about absolutely out of control, out of any bounds that can even reasonably be called order, and especially not anything resembling Roberts Rules of Order.
   The new General Manager, Julio Guerra makes attempts at  controlling the meetings, and tries to remind Board members of proper procedure, etc, with very little effect.
    Should the General Manager have to train the Board members on proper behavior, order, or even etiquette while at their Board meetings?  We don't think so.
    One Board member became upset when a member of the public criticized them for having absolutely no rules of order and not following Robert Rules of Order, saying that they can run their meeting any way they want.
   Yet another Board member actually complained about the website and possible posting of agendas and packets for the ratepayers to access. Unbelievable! 
   It is constantly raised that Pat Davies and her husband have so many conflicts of interest, owning the building her Board rents, having control over debris taken from the site of a possible Workmans Compensation Claim case, etc, etc.
    Should Pat Davies resign? Would it be better for the District without the property owner sitting on the Board of Directors? Absolutely yes, in our opinion.
   And what is the division on the Board? Is it over something important to improve the ratepayers service? Of course not!  
   Is it actually over a favorite "good old boy" employee that 2 Board members think should be kept no matter what it costs the district in mistakes and embarrassments?
    This is the problem in many of our little Special Districts. Personal interests come first and old time loyalties second, making the ratepayers come last.  More to come......
