Murphys Sanitary District Emergency Board Meeting of February 7, 2011?

      Emergency Excavation at the Murphys Hotel
            Without Board Approval?

     We're going to break up the investigation of what is actually going on at the Murphys Sanitary District into different and specific occurrences, the first one being an Emergency Work Project requested by Dorian Faught, who stated he wanted to level one area behind the Murphys Hotel. 
The date of the request by Faught is not given in the document.
   According to the minutes of a Special Emergency Open Board Meeting held on February 7, 2011 at 5:08 PM, a discussion took place regarding some excavation going on at the area behind the Murphys Hotel at 467 Main Street where it states that Mr. Faught planned future events.
     Ralph Emerson, Operations Manager at the time, contacted Gary Ghio to inspect the area and it was decided, without notifying or getting approval of the Board of Directors to replace the old main line.
     According to the records, on Thursday, January 27, Mr. Emerson instructed the MSD office to e-mail the Board of Directors alerting them of the project as he had just been made aware that Sutton Enterprises had begun excavating.
     Since the Board had not been previously made aware of the magnitude of the project, nor had the Board given prior approval  of this project, the board went to inspect the work, and called for this Special Emergency Board meeting to address the scope of the project. 
    After length discussion, the Board did agree to continue the project and replace the 8 inch old line with a new 15 inch line with 250ft between manholes.  The minutes go on to say that Mr. Emerson believed it was in the best interest of the District.
     Director Riggs, however, requested staff to create an Emergency Work Policy for the future, to avoid any confusion between the Board and Operations.
   In the future, Mr. Emerson was told to contact the Board President immediately of any pending work, regardless of the scope!

     Does this sound like an embarrassment to the Board and the District? What do you think?

   Julio Guerra is now General Manager of the Murphys Sanitary District,  and no problems such as this have occurred under his management.

No matter who is hired as District Manager of Murphys Sanitary District, Ralph Emerson has ALWAYS told the community he was the manager, and has acted in his own best interest as a manager. He has made decisions based on his own opinions and does not go to the Board unless he is pushed to do so by other employees. He will always be known as the District Manager. Even the sub-contractors, investment firms, and other government agencies have been told he is the acting manager. I'm confused as to who really runs the District.
