Already, at the January 10, 2017 Calaveras Supervisor meeting, Dennis Mills of District 4 was forced to speak for Chair Oliveira, who didn't have the ability, apparently to explain why they were taking so many breaks.
According to Mills, it seemed he was blaming it on the union members of staff, that the Board is now forced to take more breaks because they demand it. We haven't confirmed that yet, but it seems that was what he was trying to tell the public for Oliveira.

Ha, Ha, Ha, federal law being followed by Calaveras County? Is the sky falling? The unions should have filed grievances years ago. What's the old saying, Sit down and shut up?
