Carl Stoughton's list of warnings about "Design Review" which Mr. Oliveira of District 3 in Calaveras recommends:
1. Design Review may allow a 2 year delay in the time between a business submitting building plans and the start of construction.
2. Construction ffinancing and the economic conditions may well change in the time it takes for "Design Review" to be completed.
3. Design Review may impose unreasonable restriction and conditions on businesses.
4. Design Review may be hijacked by political interests that may seek to hinder development even if that development is environmentally, socially and economically sound.
5. Design Review may be hijacked by political interests that may seek to push for development even if that development is environmentally, socially and economically unsound.
6. Many regions of Calaveras County don't have characteristics that any sound mind would wish to replicate. Yet, political interests may win-out over common sense and fairness and impose "Design Review" based on a whim in the name of "local character".
7. One shouldn't be so trustful of local government as smaller closer government causes more problems than large structured government and there may not be anyone around looking out for your best interests.
